Case Study: Arts & Economic Prosperity — City of Odessa, Texas
In 2023, the City of Odessa partnered with Americans for the Arts to participate in the nationally recognized Arts & Economic Prosperity study—an initiative designed to measure the economic impact of nonprofit arts and cultural organizations and their audiences.
Randy coordinated and led the local implementation of the study, working with municipal leadership, nonprofit organizations, and community stakeholders to ensure accurate data collection and broad sector participation. The goal was clear: quantify the return on investment generated through the City’s allocation of Hotel Occupancy Tax (HOT) revenue to arts and culture.
The results were transformative.
The study revealed that an annual investment of approximately $700,000 in Hotel Occupancy Tax funding generated $33.5 million in total economic activity within the local economy. In addition, the arts and culture sector was shown to support nearly 400 full-time equivalent (FTE) jobs, reinforcing the creative sector’s role as a legitimate and measurable economic engine.
